I think so, it all makes sense. Devlin used to be a plastic surgeon so he's probably the one who perfomed Jerry's surgery. Maybe the shipment that was supposed to be moved was illegal, experimental drugs, like the ones Devlin wants to give to Nik. And when Jerry found out this guy has a real job, the guy said he's seen Jerry but Jerry hasn't seen him. They've shown Devlin watching Jerry at the hospital. I'm alos wondering if Devlin was behind the Hostage crisis.
I don't know I'm lost about that whole storyline..

Dr. Devlin is obviously the guy with the tattoo who's working with Jerry. I don't really know what's going on with them and honestly don't really care... that story seems pretty boring to me since all they do is drag it out.

It seems like it. You never know for sure, of course. But the voice sounds the same and Dr. Devlin did talk to Sam last week about duel lives (like Dr. Jeckyll and Mr. Hyde) so he's probably living some kind of double life. There's def something a bit strange about him. One minute he's talking about helping people get health care and medications that work, and the next minute he's picking up prostitutes. What a weirdo!
