The quote you are talking about I believe is from the episode where Troi, Data, Gordi and the Captain were coming back from a conference and they encounter the Enterprise and a Romulan Warbird locked in a time bubble of some kind in the midst of a power transfer that would have destroyed the Enterprise. It doesn't have anything to do with Q. The Captain was talking about a lecturer he listened to. Gordi, Data and Troi were listening but they all froze except for Troi or at least she thought.
Episode is called Timescape...Season 6 episode 151. at the beginning before the theme song.
