"Superhuman Samurai Cyber Squad" (based on an updated version of the legendary Japanese character Ultraman) was the show you're trying to remember.

And the kid (played by Joey Lawrence's kid brother Stephen) didn't hop into a laptop (really didn't exist at the time as we know them) to enter the virtual world and transform into the hero...it was his PC.

There were several that had that senario, in Zeo it was called Mean Screan and in Dino thunder it was called A Ranger Exclusive.

That was Superhuman Samurai Syber Squad! That's such a great show, but unfortunately only lasted for 2 seasons.
It was actually Matthew Lawrence who starrred in the series, and though it was usually on the PC, they did sometimes go into the internet via a laptop owned by the character Sydney :)
