Picard was the best. Janeway would've got pumped though.
While Picard runs a close second, there is none better then the (almost) original captain of the Star Ship Enterprise: James Tiberius Kirk.
Janeway..she had a nack for keeping the guys in line. ;Especially Chikote

Picard was the best captain.
Sisko was great but he wasn't the Renaissance man that picard was.
Kirk was a reckless captain who never followed the rules, and that's not a compliment.
Janeway was an abomination which would best be forgotten from Star Trek canon.
Picard was the best of both worlds, pun definitely intended.
