You might ask Roadhouse Productions, but I don't think they are going to use any ideas outside Toei Company since it is based on the Sentai version of their Power Rangers. Jungle Fury gets its ideas from last year's series in Japan called Gekirangers.
PLEASE DONT! They have already murdered the good power rangers to a point of pulp. I like them too...Back in the mighty morphin days.
Don't ask strangers on an internet venue. Even if you knew how to write a proposal and knew who to address one to, it is extremely unlikely that even a first reader would take a look at it. Chances are a proposal would be returned unopened, or even thrown out.
Realistically, why would a producer pay any attention to a proposal from a fan? I suspect the owner of the Power Rangers franchise has a very low opinion of fans.
