Yes, Storm shot Stephanie out of anger towards her and his father (Steven). He tried to frame his father, and Steven was arrested and jailed for the shooting. Brook eventually pieced together that Storm had actually shot Stephanie. In an attempt to get her father out of jail, Brook went to Stephanie and told her that her brother (Storm) had actually shot her. They made a deal that if their other sister (Donna), broke it off with Eric, then she would have Steven released from jail and not turn Storm in for the shooting.

The character that Patrick Duffy played. It was his son. Patrick was willing to take the rap so that his son did not go to jail. Instead Stephanie made a deal that if that blond chick wiould help her split up her husband and that young blonde thing he was with,in return she would go to the poice and say she really doesn't know who shot her and that it was not Patrick Duffy. Therefore, Duffy goes free and so does the son.
Storm shot Stephanie in order to frame his absentee father for the crime. Since Storm and Stephen both had the same high school ring, Storm knew that his father would be blamed. Storm resented Stephen for bailing on the family all of those years. Stephanie, in order to show Eric a softer side of her, let Storm off the hook and didn't press charges against him. Funny thing though. Storm gets off the hook for attempted murder and proceeds to head to court to rip Taylor's child away from her. Some nerve! He doesn't have to go to jail but he's in court breaking Taylor's heart.
