He was shocked by the damage. Keep in mind that this was around 10 armored and heavily armed FBI agents that were killed in a matter of minutes by one terminator, which took no real damage. He had seen Cameron and the endoskeleton of the T-888, but he hadn't really realized just how dangerous the terminators are. This made him understand that they are incredibly dangerous, they can wipe out the human race, and the woman he loved for two years and the kid he thinks of as a son in a way are the primary targets of these things. Plus, this particular terminator knows about him, therefore he's in danger and has no real hope of escape if it wants to kill him.

I think they're we shocked because that one FBI chick got greased, which doesn't make since, this was what the 2nd episode she was in. Doesn't seem like a major enough character to warrant such a dramatic death.
