Those are not real people, how can you pick a better fictional character?
Jack Tripper was a new chef...just out of school. Mel was a cook in the Navy and had his own place for years. Jack worked for others...Mel worked for himself. Not only could Mel cook, but he knew the ins and outs of running a business. So...I would have to say Mel.
Jack. He could cook you anything from an omlete to a 4star dinner.
Jack Tripper, he eventually owned his own bistro.
Mel was a short order cook that made truck stop food. Not what I would call culinary specialties.
I would say the answer would have to be Jack.
