Because it was still to riske' for family TV. It also was allowing the sexual tension create a story line with the innuendo's. Mr. Roper thought Jack was gay, so no problem.

That's where some of the comedic angles came from - Jack trying to get some. Besides, if he did get some, the friendships would have been ruined and who wanted that? I loved the bond that Janet & Jack shared.
