I think he works for them. The info they found under the bed was a surveillance report, I think he is a cop or detective.
I too, am confused about the Mahone connection. Maybe Mahone thinks this will get him back into his previous line of work??? Just a guess.

Beats the heck out of me, but man do i hate that boy!!!!! well....they still said nothing but I knew that he is with the company and he is and they are planning something really bad....really bad and mahone wants from them maybe his old life and his family to disappear and maybe he gets michael for them!
