I can't really remember that much...it must be late '80's, early '90, it was about these two guys that lived together (or just were like best friends), one had, I think, a Mexican accent...i just remember one episode where they both get locked in the basement, and there's a flood going on, and the water starts to rise, and they had to get out before the water reached some electrical wires...I know it's not much to work with...hopefully it rings a bell!

You may be thinking of "Perfect Strangers" starring Mark Lynn Baker and Bronson Pinchot. On the show, Bronson Pinchot played Balki, a long lost cousin of Larry's, from the fictional country of Mypos. Pinchot played the part with a fake foreign accent that was supposed to be kind of Greek/Mediterranean.
The two of them would get into all sorts of wacky trouble, and a lot of the comedy was physical in nature.

It sounds like perfect Strangers. The two friends' names were Balki & Larry, it was set in Chicago.
