The epsisode is When you Wish Upon a Weinstein
It's somewhere in season 3 when Peter says: " [in sign language] She won't have to hear another word, because luckily we've mastered American sign language. "
I'm not sure if that's what you're talking about. But I've googled it and I can't find the exact episode.
