it's true that ryan was gambling both off and on the job, but that's not what got him fired. it was the fact that he comprimised the case they were working on ,which was an illegal gambling ring that was also using counterfeit money in which ryan gave to calleigh for payment for money he borrowed from her and she realized that it was counterfeit and from the same gambling place.
Ryan was caught gambling on the job. Horatio fired him, they brought him in to go over his own cases to be sure that they were all sound, and eventually rehired him.
