Does anyone know when the new gossip girl episode comes on?!
Question: Short answer: No.
Longer answer: Gossip Girl already aired all of the new episodes (13) that it had produced before the writers' strike.

Thus, until the writers' strike ends, there will definitely be no new episodes.
Regarding when new episodes will air again after the strike has ended, there are two possible scenarios. One is that the writers' strike ends this week (as is looking likely) and TPTB choose to produce 4-5 more episodes of season 1 to air in April/May. (It takes that long to write a script and finish filming and editing and the like. Usually this is about 2 months delay from start to finish.) This is unlikely for Gossip Girl (and other new shows). Much more likely is that the season has been ended due and the show will not be back until September (with season 2), when all the new fall shows will be back.

I'm sorry if this answer isn't sufficient, but I'm willing to bet that it's when the strike is over.
Which I've heard, actually, that they're coming to some agreements.
