Penny is Desmonds wealthy British girlfriend who has been searching for him since he disappeared in the boat race 3 years ago and ended up on the island.
Naomi mysteriously parachuted onto the island one day when her helicopter crashed. When the survivors found her, she had a picture of Desmond and Penny. She claimed to be on Penny's search and rescue mission looking for Desmond. The ship that she was on was supposedly 80 miles off shore. (She also told the survivors that the wreckage of their flight was found and that no one survived).
At the end of last season, Charlie and Desmond went underwater to the looking glass station to shut off the signal that was jamming all transmissions to/from the island (so that they could call Naomi's ship for help using her satellite phone). When Charlie shut off the signal, he immediately received a video transmission from Penny. He told her about Naomi and her boat. Penny said she didn't know what he was talking about. That is why Charlie's last words were: Not Penny's boat.... he was trying to warn his friends that Naomi was not who she claimed to be.
Noami parachuted onto the island for reasons we don't kow yet, she claimed she was working for PEnny, Desmonds girlfriend. When Charlie got to the Looking Glass and turned off the signal blocking transmissions, Penny came through and he told her about them waiting for her boat and she said what boat, I don't have a boat and then creepy guy blew uup the room Charlie was in and he drown but not before writing on his hand to Desmond not Penny's boat!
Penny is Desmond's lover. She has a lot of money, and we found out earlier that she was looking for Desmond. Then Naomi parachutes on to the island from a freighter of shore and claims that she is looking for Desmond and was hired by Penny.
Later, when Charlie is in the Looking Glass Station, he gets a hold of Penny and he mentions Naomi, and Penny says she has no idea what freighter he's talking about and no idea who Penny is. So he writes on his hand "Not Penny's Boat," so that Desmond knows Naomi was lying.
