its a cult classic, and very well recognised, you could very well dress in a white sheet and call yourself a ghost but who would call you casper? lol, bart simpson chose an awesome character to be for halloween. its not about what that character did.
It's a character not a real violent person, every Halloween I see tonnes of people dressed like that. Kids often wear costumes of violent characters, like Freddy Krueger.
Plus this is Bart Simpson he's supposed to be rebellious and would obviously choose a costume like that, lol.
There's pictures of Stewie from Family Guy dressed like that and he's a baby. It's all in good fun.
