The studios figure if the writers' hopes are raised, then dashed, that they will put more pressure on the WGA to give in. Having said that, "My Name is Earl" is one of the best sitcoms on the air in a long time, and I can't wait to see new episodes again.

No one knows for sure when the strike will be over. (It affects all scripted shows produced in the US - plus most movie studios.)
There are ongoing informal negotiations that have gone on for the last couple of weeks, since the Directors Guild agreed to a contract with the studios. There are also rumors that a deal may happen in the next week or so, but that is just a rumor.

I don't know, but you watch how many stations shift the bulk of their programing to reality TV where there are no writers
The writers strike is comprehensive, it includes the writers for all shows not just those two. It's not like they can just end the strike for one certain show. But overall, the writers strike will end when they give the writers the money they deserve.
