Fall 2008 is the most likely answer. Production shut down in December, and the directors, creator and cast joined the writers on the picket lines to show their support. All of the completed episodes have been aired, and there are no new scripts to be shot. Plus, creator Tim Kring has admitted that they messed up bad with Volume 2 and says they're going to make some big changes. Considering that they'll need to do massive rewriting of their earlier plans, plus the lead time and post production time involved in the show, they're unlikely to try and film any new episodes even if the strike ends soon. They're more likely to focus more on getting ready for fall. Of course, if the strike goes on for too long there won't be time to film new episodes for fall either, so we'll just have to hope that the AMPTP hurries up and caves soon and gives the writers their far share of the profits so we can all get our favorite shows back.

Yup, in fact they showed more than they wanted to in the finale just because they had no idea if/when they would start production again.
Update cause certain people (Roy) have no idea what's going on in the world. Until the writers strike is over, no new tv shows will be filmed because they need scripts. This should be pretty obvious as you can't read anything about hollywood without hearng this news. The director of Heroes has gone on various news sources and stated that they decided to air certain parts of Heroes early to give fans some closure since they don't know how long the strike will last. And yes Roy is a tool.
it would really be nice to know the true answer to this question but unfortunately every tom dick and harry thinks they know the answer there for you don't know who is giving facts and who is giving there opinion
