That's a very good question, and I was thinking about writing to the television studios.....I have done amateur camera work now for years, and was always under the impression that a shot should last approximately 3-4 seconds, unless you have movement then you stay on that shot for the time you want
Watch any documentary and count the seconds between each change of picture and you will see what I mean. Programs now, and including the cooking programs not only shoot 2-3 shots a second they also go out of focus a lot of times. At my age Its really hard to watch and sometimes I look away. There should be more complaints written in to the studios expressing our feelings on this matter.

It's supposed to make it look more "real'. Like you'll forget it's a TV show and think they are real people in a real office.

It's the latest fad to try and create atmosphere for the audience. 24 has been doing from the start. I think it is very overused and distracting most of the time.

In my opinion it comes down to directors who are trying to leave their mark on show/movies and their 'artistic work' is getting in the way of the storyline.

Well I'd need you to mention a few other shows to expand on my answer but in the case of "the office," it is supposed to be a "mockumentary." Meaning a fictional crew is going in everyday and filming the lives of a fictional group of people. So it is supposed to look like that, with "camera men" running around sometimes to get a shot (as one would do in real life if they were filming real people) and that's also the reason why "The Office" isn't a typical show that also delves into the characters lives away from the story, like their homes, when it really is supposed to be about the office (although there are some exceptions like Dwight's hilarious beet farm).
