yes. it helps to add to an atmosphere left bare by the inability of the cast to act convincingly.
They used colors to create the differential in the respective cities. Vegas is in greens and blacks and sometimes blues to create the "all-night" atmosphere. New York in blues and greys for the drabness of the city (and to show it's dark and dirty side). Miami in orange to simulate the sun and "fun".
I've never noticed. Good question.
