Yeah, he's an "anthropomorphic" aardvark. Meaning he's an aardvark with human characteristics! Him and all of his friends look nothing like what animals they're supposed to! If any.

The Arthur TV series was based on books written and illustrated by Marc Brown. In the books available before the television series, Arthur has a longer face with furry texture. He didn't look like an anteater then, but he was definitely less human than the current illustration. I think it was easier to animate the less detailed face that is in cartoons. Marketing research may have also determined that more human facial structure would make Arthur easier for viewers to identify with.
