they initially got turned away for lack of insurance...then they came back w/ a bomb...i think it's leading into some stuff w/ baby Jake, Elisabeth, Jason and Sam.....cause they are all there.....
They were a couple that came in the hospital because she needed medical attention but his insurance had lapsed so he went home and strapped a bomb to himself and came back to her help. I don't know about future storylines probably one revolving around Jason and Elizabeth since she brings baby Jake into the middle of the mess but beyond that I don't know.
The guy is the town mechanic, he was just brought on for this storyline. they have never showed him on a regular basis and they just introduced him like 2 weeks ago. He always talks to Mike at Kelly's.He has fallen on hard times and they were turned away from GH by nasty MRs. Sneed because they had no insurance and now he has taken desperate measures to insure she gets treated.
they have been introducing Joe slowly for the last two weeks just a twist to change it up a little bit i suppose but Sam is going to talk him down and play towards her role. could be a good start to a new story line.
I think they just time fillers until the writers come back to write the real storylines.

You have gotten good answers. They have introduced Joe as the bomber. Sam will talk him into letting Liz get treatment for herself as well as baby Jake. Jason will end up telling Monica about baby Jake. I would imagine that it will be somewhat obvious anyway since he came flying into the ER to see about Liz and Jake.
They turned Joe and his wife away because of the insurance issue and because she was a non-emergency patient. She came in with what she described as the flu. Ms. Snead is a mean b*tch whose sole responsibility is to throw under-insured people out of the hospital.
It's just a way of introducing a new 'danger' storyline for Jason to be a hero again. I am sure right after that, he will run off to save Lulu as soon as Spinelli tells him about it.
