Shooter Jennings (son of Waylon Jennings). The song is called, not surprisingly, "This Old Wheel."

That was Shooter Jennings, the son of legendary country singer Waylon Jennings.
Also, Jewel was the singer who sang the national anthem in the beginning of the episode. Not a huge surprise, since she's dating 7 time world champion bullrider Ty Murray, who was also in the episode.
