No, they're not the season finales, just shows that they had held back because of the writers strike. Most shows are now running out of new episodes.

The writers aren't trying to tick you off, they're trying to get paid for their work. If you must blame someone, blame the studios for forcing the writers to take drastic measures to try to get their first pay raise in 20 years.

As for whether they are season finales, it all depends upon whether the studios settle the strike quickly. If they do there may be time for more new episodes. If they wait more than a few weeks then we won't see anything new until Fall 2008 or later.
