Because James Marsters likes to flit from 1 sci-fi flick to another - he was in the last series of Smallville too.
I think once you're in that sci-fi box it's kinda hard to get out.

Torchwood is fairly crap anyway, so I'm not surprised they are digging out old has-beens from a defunct American Sci-Fi series.

I think probably the Torchwood production team contacted his agent to see if he was available and whether he would do it, and it turned out that he was and he would.
I've actually spoken to quite a few people who never watched Torchwood before, or didn't like it first time around, who will be watching the new series simply because James Marsters is appearing in it. So I reckon casting him was a pretty good decision.
