It depends on how you define 'Canadian'.
You can be born in Canada and by birth you'd be Canadian.
Or;
You could of been born in, lets say the US, but you moved to Canada and have been living there for a number of years as a permanent resident, you could get a Canadian citizenship if you wanted to.
If you do get a Canadian citizenship and were born in the US, you would now be considered American-Canadian.

Edit: Er, you meant the characters on Degrassi? Not the actors? Well, of course all of the characters on the show are Canadian! Its a Canadian TV show! I'm sure they would have pointed it out somehow if there was a character on Degrassi who was supposed to be American. But they haven't. So, to answer your question; Yes, all of the CHARACTERS on Degrassi are Canadian.
