Could be it has not sold well, probably due to poor marketing practices and some stores favoring some shows over others, i.e. lack of availability to those who do not seek what they want online. Other shows begun but abandoned include Night Court, Murphy Brown, Growing Pains, Police Woman, Just Shoot Me,Taxi, The Mary Tyler Moore Show The Bob Newhart Show and I am worried for The Fall Guy, Benson, One Day at a Time and Mary Hartman, Mary Hartman.
Still long gap miracles happen. It seemed Barney Miller was not to make it past 1 but Season 2 is coming soon.
Some people buy these seasons upon release to insure that the rest will come others do not, waitingfor a complete series collection to be released. In the case of shows like Macgyver, The Brady Bunch, I Love Lucy, The Andy Griffith Show and Buffy the Vampire Slayer fans that supported the show got screwed over as complete series collection much cheaper with bonus material, actual telefilms in some cases, are exclusive to the box. These people feel betrayed and wronged.
What the studios should do is release Complete Series sets first and later release individual seasons like what Time-Life has done with their exclusive Get Smart and Man from U.N.C.L.E. sets.
Unfortunately studios are going in the opposite direction, they are now releasing half seasons instead of complete ones like the Coming Love Boat and The Fugitive, at higher rates, ripping off the fans. Releasing half seasons confuse Fall Guy fans as they also released a complete season, Some feel hurt by these devious actions.
