Why does every episode of Heroes say "to be continued" at the end?!

Because every time they say that, it's continued in the next episode...
This should be really obvious, but it's always continued in the next episode. When has it NOT continued? And no, the season finale doesn't count.
Because the entire show is set up in the style of a comic book, and as such, they end each episode with 'To Be Continued' because comic books will always end that way
