The Tool Time audience was part of the Home Improvement audience. They picked the audience members who looked the part and showed up in flannel shirts or other show-appropriate gear and sat them in a bleacher-type area off to one side of the main audience. They didn't need to hire extras for that. They had some very talented warm-up guys, and if you listen carefully, you can hear that the audience laughs are a lot bigger than what could be accounted for by the small Tool Time audience section. Attending its filming was very popular and a lot of fun from 1991 to 1999, I think partly because Tim's stand-up comedy background was very audience-oriented. He made sure we had a good time, even starting from the long wait in line to get in.

The audience for any show is usually pretty large. I think they might take volunteers from the audience if they want to be part of the audience for "Tool Time"

No, it's just for the program. There is no "Tool Time" show in the Detroit, MI area or at least not one starring "Tim Allen", to my knowledge.
