No, Phil Carey is not dead.
Carey was diagnosed with lung cancer in January 2006 and underwent chemotherapy.
In late March 2007, it was announced that Carey would be exiting the show. Carey had appeared in one episode of One Life To Live in 2003 and one episode of All My Children in 2004. He appeared in an additional 9 episodes of One Life to Live between January 3, 2007 and May 16, 2007. Carey turned down an offer to go to recurring status with the show. The character of Asa died off-screen four months later.

No. Phil Carey who played Asa retired at age 82. On the show, Asa died in his sleep.
No he faught lung cancer and recovered and then retired b/c OLTL wanted to take him off contract.
I see others filled you in on Asa but they didn't mention that he was just on the show a couple of weeks ago for his will reading. Phil Carey came in and shot the scenes for his videotaped will-it was great to see him even though it was for only a couple of episodes.
