It's a brand new show. They didn't want to do a lot of episodes to spend money if no one was going to like it. So they did enough to last until close to christmas to figure out if the ratings will cut it enough for a second season. The writers strike had little to do with this show though because they were already planning on a short season.
I'll bet the writers strike kept it short.

That's because the Writer's Strike. Not only Bionic Woman is affected. There's a pretty long list of Series are going to be stopped because of the Writer's Strike.
I just hope it'll end soon.

NBC hasn't decided yet whether it will be picked up for a full season or not, much less a second season. The ratings haven't been very good and there have been a lot of problems behind the scenes.
