Yes its true. It was officially announced by the BBC a couple of days ago.

She will be appearing in three episodes of the next series (which makes me think it will be the series finale), in which Catherine Tate (Donna Noble) and Freema Agyeman (Martha Jones) will also be appearing.
On the BBC DW website, they said "Anything you may read elsewhere about when, how or for how long Rose returns to Doctor Who should be treated as pure speculation at this point".

So reading between the lines, that would suggest to me that she isn't returning on a permanent basis.
So here is my bit of speculation. Three possibilities for how they bring her back:-
1. The Doctor finds a way to get through to the parallel Earth in the Tardis, without destroying the Universe (made possible by the return of the Time Lords - wishful thinking).
2. The alternate Torchwood on the parallel world, find a way to send Rose through to our Universe on a temporary basis.
3. A multiple Doctor story. The 10th Doctor with companions Martha and Donna meet the 9th Doctor with Rose. Mind you Rose's initial reaction to the regeneration in the 2005 CIN special would take a bit of explaining away if she had already met the 10th Doctor.
