Not everything was clear to me, but this what I figured out. H was investigating the young man on suspicion of kidnapping. In looking into his past, with Yelina's help, Horatio saw that he was a foster kid and that his foster mom was only interested in the money. Yelina, now a P.I. got hold of his birth certificate and Horatio recoginized the mother as the name of an old girlfriend he hadn't seen in umpteen years. The child's father's name was one Horatio was using at that time in his undercover work, making him the boy's father, which he never knew about. He couldn't keep the kid from going to prison, but he is doing his best to protect him.
As of the season 6 premiere, Horatio has discovered that he has a 16-year-old son named Kyle. Kyle was tried as an adult for kidnapping and put in jail. He was present at the death of Tim Speedle, and that of Horatio's brother, Ray. Caine appears to have a good sense for how to communicate with children who have just experienced traumatic ordeals, obtaining information from them quickly and gently.
