it actually is grammatically correct. it sounds wrong when you look at it, but if you break down the phrase, it actually does make sense. you're getting confused by the use of 'of' twice.

look at the sentence if you take out the "of weight loss" part. "They have lost a total percentage of __ lbs." that makes sense alone because "of weight loss" is just clarifying what it is a percentage of.

I agreed with you when I first read it, but then I broke it down and it made sense.
