I think that's a very good question. Perhaps she didn't want Rapunzel to know she could easily enter in the window. Perhaps this witch couldn't fly for some reason. More likely, it would have just messed up the story.
As I remember it was not a witch that needed to climb up but a prince.
The broomstick was out of petrol.
Because her broom stick wasn't running on all four and she was afraid it would stop in mid flight.
She broke her broomstick while sweeping out her home.
This particular witch's driving license was revoked after a DUI and she was forbidden to use one ever.
Thats why she lived in a house with high walls all around.... to hide her shame.
