They indeed were twins. In fact, on the second episode, he tested the girls by sending in his brother to pretend to be him to see who could catch on and distinguish between him and his look-alike.
I haven't seen pictures of his brothers but I know that he does have a twin. Wouldn't you expect brothers to resemble each other even if they weren't twins?
