Think he just meant "carrot and stick" he already beaten him with a stick so to speak by threatening him, now he's giving him the carrot which is the money rather than threats.

the phrase "carrot and stick" comes from history where there used to be working donkeys and they used to attach a stick with a carrot on the end of it to make the donkey keep walking in the hope of getting the carrot. in modern days it means offering a reward for hard work so phil made jase do over the car lot and then has given him a job for his efforts
