In the first few seasons, they weren't able to dial Earth and were stranded. When and how did they become able to dial home whenever they felt like it?

1. They got a ZPM.
2. Weir was wounded when the Pegasus Galaxie's version of the replicators attacked Atlantis. They then flew the city into orbit, and went to hyperspace. In Order to save her they had to activate the nanobots that were in her body after the first confrontation with the replicators. Something happened during the hyperspace jump (I don't remember what), and they had to drop out. They then made repairs, but they weren't fast enough and didnt have enough power left when they finished. So they decided to steal a ZPM from the replicators, and during this theft Weir confronted the head replicator. During the confrontation she accesed the replicators in order to stop them from killing Shepard and McKay. When she did this the head replicator was able to take over the nanobots in her body, therefore taking over here body and mind. That was the last we've seen of her so far.
O'Neil is not dead as far as we know. Not sure if he fully retired or if he's still in the position that he left the SGC for.
