Thats pretty stereotypical, i think some people are just funny.
It has nothing to do with the colour of their skin.

I get annoyed with many black comedians because many of them quickly degenerate to terrible language and making fun of white people. There are definitely some good black comedians, but I think the generalization is a stretch.
I think a more defensible generalization is that women aren't funny.
They are the best to laugh at, not good as comedians though, we just like to laugh the same as we might laugh at baboons and monkeys at the zoo. They are so much alike, almost human, thats what we humans find amusing
