I presume you are talking about the cartoon to do with the nuclear war?
I have not seen it in years, but found it to be very scary back then, have you seen the film threads? based on the same thing filmed in Sheffield back in the 80's.

It is so sad and awfully sweet, it brings home how ineffectual the suggestions that the civil defence authorities have for surviving a Nuclear attack. Have you seen Threads, a film that is really harrowing and nine times more disturbing about the same subject.

It is a very powerful statement about how unprepared and misguided we would be if we followed the government's advice in the UK. The cartoon is influenced by the government booklet Protect and Survive, the couple in it believe that they will survive if they follow the advice in the booklet. Protect and Survive was seen as a stupid worthless peace of rubbish as just about everyone knows what would really happen, the link is below for the booklet.
When the wind Blows is Raymond Briggs finest work, a lavish book followed by a stage play and then the animated feature in 1986.
It is sad how the old couple believe that they will live and how the sickness is brushed off, as though they don't want to face the truth.
