He had no control, nor did anyone really involved in the process. Ziggy was only able to send information and help him on a statistical basis, in other words what would likely help him in each scenario he found himself in, not from an absolute position of truth. If you saw the last episode, you got some explanation of why he was leaping and the reasoning behind it, but I don't want to spoil that for you if you have never seen it.
Has been a long time, but as best i can recall he didn't have any control over where he was leaping, except that it was within his lifetime
