Wasn't Roddenberry's "character" in the promo shot titled something along the lines of Captain Robert April ??
Not sure about the Star Trek books & animated series - Christopher Pike was the captain in the original pilot episode which was re-cut to the two-part episode which most folks know as "the Menagerie"

It was without any doubt, Capt. Robert April (Gene Roddenberry)!!!
The actual first Captain of the Starship was Christopher Pike, he was featured in that two part series, that started out as a movie.
