Steve wanted to scare Stefano, because of all the madness he has inflicted on his family and friends. And also, because of Benji's death. Shawn was in the hospital, because when him and Belle were locked in the freezer at the Brady Pub, he made a kamakzi to blow the door open and he ended up getting a pretty bad burn on his back.
