Who decides what background music is played on TV programmes?!


Question: I assume it would be an agency, but what sort of agency would do that and where would you find out who is the right person to speak to? what would their job title be?

That would be the music supervisor (a production associate who oversees the music for the show). Sometimes,those duties would be handled by the composer hired by the producers (the "musical director" on live broadcasts,for example).
