That would be in episode no. 119 "The Sponge", and the pants size was from a 32 to a 31.
This is the episode where the sponge goes off the market and Elaine buys every one she can find and tries to decide whether her boyfriend is "sponge-worthy". This is also the episode where Seinfeld gets a girl named Lena's phone number off of an AIDS walk list to ask her out. She finds out where he got her number and is fine with that, but becomes disgusted and dumps Seinfeld when he tells her he changes his pants size. Kramer also gets beat up in the aids walk for not wearing the ribbon and George gets excited about make-up sex but can't get the condom wrapper open.
