people do not die when he touches them. They are dead, he touches, they are alive again, next touch and they are dead forever.
'Tis why him and his girlfriend can never touch...he brought her back from the dead...next touch kills her forever.
The living are not affected by Ned's touch, only the dead. Ned can touch Olive with no consequences because she is alive.
Chuck, like the rest of the dead, comes to life with one touch and becomes dead again with the second touch.
Only those that were previously dead that he brought to life will die when he touches them. That's his gift. But Olive and the Aunt were both living and so his touch had no effect.
He doesn't kill - he reanimates the dead, then kills THEM if he touches them a second time within a minute.
