Why do a lot of TV shows have a 65 episode rule?!

Because it's enough to syndicate the series, which allows them to get revenue from reruns without investing more in the show itself.
Think of the old Star Trek series. Someone makes money every time an episode is shown.
It's like retirement. They get money without having to do more work.
