OK, first as mentioned by Linda Blair's character, "Hilts" refer ed to Steve McQueen's character Capt. Virgil Hilts in the movie "The Great Escape". "The Great Escape" was a WWII movie about allied POW's and there escape. The reference was about Dean creating a distraction so Sam could escape like they tried in the movie. Dean and Sam obviously think alike both using the "Matlock" reference, so the note was telling Sam what Dean was going to do. I think Sam just walked out. Alot of cops were around Dean, Sam picked the lock and calmly walked out of the building leaving the window open for distraction. Hope this helps.
I think it was code that Dean was going to make a distraction while Sam got away to uncover what happened on Ashland street.
sam and dean refer to each other as Mc Queen and Garner during their own escape. The movie is about allied prisoners of war trying to escape a german camp.In the movie mc queen provides distraction by irritating his guards (like Dean).
