Why does Doctor Who Producer Julie Gardener not want past Doctor's to return?

There was a question which is now closed to answers. It was should past Doctor's return to the new series. It really should be titled (Why doesn't Who producer Julie Gardener want past Doctor's to return)

In my opinion its probably a matter of money for the most part.

I'm sure if the Doctor Who production team decided to do a multiple Doctor story, Christopher Eccleston, Paul McGann and Sylvester McCoy would be delighted to reprise their roles if they were offered the desired level of remuneration (I think Doctor's previous to McCoy are getting a bit long in the tooth now, and no longer look the part). I am also certain that, as long standing fans themselves, Julie Gardner and Russel. T Davies would love to do a multiple Doctor story.

Unfortunately, however, the Doctor Who production team get a limited budget from the BBC (Doctor Who is paid for by the TV licence fee), and so can't afford to have more than one actor playing the starring role. This is also the reason why they can't set more stories on other planets and the Doctor keeps returning to Earth. They simply don't have the special effects budget to do justice to other world settings, except in the occasional scene.

Story wise, I think RTD has also limited the scope of possible storylines by killing off the Time Lords. The absence of the Time Lords makes a multiple Doctor story kind of difficult to rationalise. I recon he must find some way of bringing the Time Lords back into the series, before a multiple Doctor story would be a reasonable option.

I am hoping that they will be able to do something a bit special for Doctor Who's 45th anniversary next year. I would love that to be a multiple Doctor story, but kind of doubt it for the reasons given above. Davies and Gardner have previously lied about what story lines they are willing to do, in order to mislead fans about what they have planned for the series though. They said they would never bring back the Master for instance, but they did. So who knows, we might see past Doctor's return for a special episode yet.
