I think so
If you go to Rome and look at the frescoes and such they seem to have curled hair in the pictures...now the question is did they curl it or was it natural....
I have seen many women from that region with curly hair, like Andie MacDowell's, but that was a long time ago and it is possible that more Italian women have more Greek and Arab blood (like Sicilians do) than in the past.
I don't know.
